What We Don't Fund
To ensure our resources are focused on operational impact, the Foundation does not fund
projects that fall outside our mission or lack clear field application.
We generally do not support:
- Pure research without operational use
Academic studies, reports, or evaluations that are not tied to implementation or use in active public safety operations. - Routine operating expenses
General agency overhead, salaries, or ongoing costs not directly connected to a defined project or operational improvement. - Capital purchases without an innovation component
Standard equipment or technology purchases that do not introduce a clear improvement in operations, workflow, safety, or coordination.
- Policy development without implementation
Policy or planning efforts that are not paired with a concrete strategy for operational use or testing. - Advocacy or political activity
Lobbying, political campaigns, or issue advocacy efforts. - Projects that duplicate existing funded efforts
Initiatives that substantially replicate work already funded by the Foundation or other sources without clear added value.
